I found a lot of places to download it, but gave up trying to find an explanation. I figured that if it's something I need to know, then it will be on SGF.

It means "I feel like I'm watching a movie". It's used when a topic has an element of drama between the participants, by someone who is not involved, just watching with interest (or so he claims).
