I believe he tunes C13 on 8 string git steel...

He also uses E9 pedal steel, which he also plays very well, on some of his recordings. Absolutely you can play Junior Brown stuff on E9 - no reason not to.

Junior Brown's C13th tuning has a lower range than your E9th. His low strings are Bb and G - both are lower than your 10th string B. But, on the other hand, how often do you need low notes? The intervals are exactly the same - E9th is just a 3rd higher. At the 4th fret on Junior's tuning, he has:

G#
E
C#
B
G#
E
D
B

All of those notes except the C# are open strings on the E9th, and the C# is your first pedal.

The top 6 notes of Junior's tuning (C6th) are at your first fret with E's lowered. Most of what he plays is on those strings.

Are you sure? I thought that he uses high G, and his low string is B flat.

Earnest is correct. Junior's tuning, low to high is

Bb C E G A C E G

That makes it even easier than I thought. You have the top 7 of his 8 strings on E9th at the first fret, when you use the lever that lowers your E strings.
