Link to auction on eBay.

I tried to tell this seller that the nut grooves vary, you just can't restring a lap to make it left handed. He said some filing was done so I'm sure the nut is questionable. Am I on solid ground here?

You are right in that to properly setup a steel the nut slots need to be cut to the right depth and width based on the string gauges used. A poorly cut nut is irritating and one of my pet peeves. You should not have to mash the bar down to keep the the strings from rattling / buzzing on the bottom of the bar.
You have a little more forgiveness on the bridge side, but it too should be setup correctly to avoid buzz and maximize tone and sustain.
