Having read the Fender book " the sound heard round the world " it was pretty obvious to me that Leo conceived the Telecaster as a guitar w: that Fender Steel sound

Yep and if you want to know where Leo got a lot of his inspiration read the Bigsby Book. PA conceived and built them and Leo perfected them in mass market forms.

Might have conceived?
There is no doubt that Leo grew the Telecaster from hawaiian guitar seeds planted years before.
His first guitar was a lap.
The Tele pickup was directly derived from the Champion steel pickup which came first.
If not for the popularity of the Hawaiian (lap) guitar the Spanish guitar would never have caught on in popular music.
The guitar had been either a parlor instrument for ladies or a drum-like rhythm instrument in ensembles. Single line melody was not played on it until after a steel bar was applied.

Right,John...it´s almost hard to believe that the
guitar,now a mainstay in human musical life,not THAT
long ago,was a musical instrument showing no signs
of ever becoming a serious contender,especially in
comparison to giants like the mandolin,banjo etc...

FYI FWIW, Joaquin Murphey and Les Paul hung out at least a few times, and Les would comment how he wished the guitar could get the solid sounds and tone of Murph's Bigsby. Not sure what years this would encapsulate, but most likely pre mid/late 50s.

Didn't watch the video and don't know all the history, but a convincing argument could be made for this accounting of this PA Bigsby® build of Merle Travis' concept. The headstock is more Strat® than Tele® however. Scroll down a few images.

When PA was at home and first saw 'his' headstock on the new Fender guitar, he hollered "that damn Leo!"
The guy was well known for his vocaloucity.
