I'm going to guess it's Jimmy Crawford on Steel. It sounds like he's using a Capo too!

From an album by Walter Haynes. I think all of the album was done in this style.

You're right, Danny, it is Walter Haynes from his Mercury album "Steel Guitar Sounds". Early 1960's and far away from the typical steel sound, considering that it was recorded around the same time as Jimmy Day's "Steel and Strings" album. :)
