David;
Ask your ISP if they provide free web space that can be accessed by the public. Many ISPs offer some amount of user web space and show you how to link to web pages and files you upload to it.

Some of these websites are proceeded with a tilde, like this example:
Code:

http://www.example.com/~username/index.html

You could create an index.html page in an html editor and place links to your mp3 files on it.

Or, you could link to those files directly, like this example:
Code:

http://www.example.com/~username/song1.mp3

You could include links to those hosted files using the forum URL tags.
Code:

[url=http://www.example.com/~username/song1.mp3]Listen to my song #1[/url]

There are many free file hosting services available, if you search Google (free+file+hosting). Most are supported by advertising banners.

As far as the free ones, I notice a lot of people using box.net these days.

But do what Wiz said and check with your ISP first. It's likely that some storage came with your internet access. Some of them limit it to photos though.
