Craig,

Pedals or not?

Learn to play songs and licks, ....or learn to play the instrument?

If you want to learn songs or licks, it probably doesn't much matter if it has pedals or not.

But if you want to learn to play the instrument ...pedals or not, ...I suggest starting on a 6 string lap Steel. It will lay a good foundation of how to play the instrument; And a person can take on a pedal Steel with much faster and greater ease once they know the non-pedal Steel; And due to the nature of playing without pedals, it will likely make a person a better pedal Steeler. And shootz; Once a person learns non-pedal Steel, they might lose interest in pedals; That's not uncommon! (and vice versa).

.....imho.
Aloha,
Denny T~

If you can swing it go with the BMI S-10 Zack has for sale . You can always send it back to BMI and have the 4th knee lever added when you get around to needing it. These are Pro Model and trouble free guitars that you can get parts for.
