So I'm looking at a 1986 LP by Dennis Robbins called "The First Of Me". The steel player listed on the tracks is Tommy Irwin. Why have I not heard of him before? How the heck does this happen? Where is he now, and what is his Nashville story?

I saw him with David Allen Coe, years back, and he worked with rocker Warren Haynes, too.

Yeah, Warren Haynes also played guitar on the Dennis Robbins LP as well. Maybe Mr. Irwin decided to do something else other than music?
