Is there eny delay pedal that will not change the tone of a steel & also when on bypass?

Boss units for sure. I use a DD-3 and have for over 20 years. I like them. If there is a tone change, it is so subtle you wouldn't notice.

I like the DD20. it can loop, has a slew of settings for reverb and lots of clean delay.

I have been recording of late and am noticing how reverb can color a sound. so now that my ears have been 'wised up' I sense none or very little color from the DD20 (Boss Giga Delay).

The H&K Replex will give you pure guitar tone when bypassed, and everything from clean repeats to "dirty Echoplex" sounds, plus reverb and an adjustable boost (plus a tube preamp). I have a ton of delay units, and it's the best one I've ever found by far.

All the Boss and "common" units suck some tone, especially when engaged. I have not been happy with Boss bypass system and rarely use their pedals.

Most rack-mount digital delays are clear when bypassed and give a clean delay - no added warmth, but if you want to "clone" your sound that may be the ticket.

It really depends on what end-result you want, and whether you are more concerned with "engaged" or "bypass" - because some do one great but not the other.
