I'm wondering who the steel player is in this clip of the Jerry Reed show. I kinda think its Terry Bethel, but I'm not sure

Probably Jay Dee Maness. He played on Ray's version of "Misty".

Jim Johnson, who's playing bass in this clip, just told me that it is Larry Sasser ("That's Wimpie with an afro" is actually how he put it!)

That will settle that one for sure! What a great band, was that the Stevens road band or Jerry reeds band??

Well, I don't know if it settles it "for sure", but it's worth something!

According to Jim, it's mostly Jerry Reed's band (it was his show) but there's a few added guys. Leon Rhodes is visible next to the steel player but you can't really pick out his playing...
