Buddy Emmons: BC pedal combination?

I believe that it was Buddy playing, on a song called
"New cut road". (Bobby Bare)
He does some very nice fill work, using the BC pedals
near the end of the song.

Billy, about 99% of the pedal steelers I'm aware of (including Buddy) still have and use the "C" pedal.
