I was told by I think Buddy but might have been Weldon, that the third row of holes was an experiment they were trying to split tune. Mike do you have any 1/2 tone tuners that are made for the old bell cracks. I have a 66 and all old bell cracks and they are a little bit thicker and I have problems sometimes getting the newer things to work.
