I love Altecs for 6 string electric guitar but would prefer JBL's or black widows for steel.

Closed back speaker cabinets are a fair bit more directional, but they do sound different due to how loudspeakers operate. If you can find the tone of closed back cabinets acceptable, that is what I would recommend.

They indeed sold a very large quantity of parts. I am not sure if they will still be servicing vintage Peavey products.

I think a graphic equalizer pedal is a great thing to have on pedal steel so you can adjust your overall tone and mid structure, to move forwards and backwards in the mix. Phaser can be fun too!
