That's the 'G11' tuning but with an added G on top and on bottom. It's used in a lot of old Hawaiian music.

That's Bobby Koefer.
He didn't wear fingerpicks from what I can tell. I think helps the kind of chiming he's doing. Just touching the string with his index and picking with his thumb.

I'll add that with some finishes, bubble wrap in direct contact with the guitar can eat thru the finish and cause little marks.
