Also, do these numbers also apply if you're using something other than a Peterson tuner?

What do the plus and minus numbers refer to? Does it mean to tune sharp or flat of 440 by that amount?

You can try any upholstery shop or a fabric store. I went to a fabric store and got some blue crushed velvet to recover my pack a seat. Then I went to an auto upholstery shop to get some new foam in order to replace the old beat up stuff.

Try going to an auto upholstery shop. That's where I went when I rebuilt my pack a seat I also got some royal blue crushed velvet that I recovered it with. You could also try a fabric store.

The further the rod is from the cross shaft the more pedal travel you will have and the easier it will be to press the pedal. The closer the rod is to the cross shaft will result in less pedal travel but requires more pressure to bring it to pitch.

Unfortunately no. All the rods have to come out of (or backed out of) the changer in order to remove it.

If you can get a longer allen head stop you can thread a nut onto the end of it to keep it from moving. That's what I did on my Dekley.
