iestyn ,
instead of better , different may be a word to use because the magnificent way these instruments convey
feelings as music .
the e-flat lower is not too hard to do if you tune
the change first as a place to pull up from.

maybe do the research in reverse- take a complete and "loaded" steel about to be redone (refurbished?) play it - record it - whatever to get a baseline , then disassemble it gradually in desired steps using the very same recording steps and equipment for each step until the very last stage...

I like what was said above- pedal steel being a big math problem .That's why I personally enjoy the six- stringer pedal steels I've been building . I can play almost anything I want to on 6 - just move around a little more but isn't that what "playing" is? so it probably depends on the ind...
